Be sure the module is loaded. But in some cases, you have power plugged in I use a 90W power supply instead of the original 45Wand you have additional cooling capabilities that makes some room for the temperature. I’m not quite sure, but perf has its own structure to read rapl counters. Still a very low reading in energy and power.
It is an ubuntu project, but you can easily compile it and use in you linux distribution i use it on Arch. After that, the tool needs root privilege to run.
